Requirement Contract for Installation of V/C Floor Tile in Apartments- Development Name, Located in Brooklyn Neighborhood (BK04) and (BK05), Brooklyn. No Bid Security Required. NYCHA intends to separately solicit and award a series of Ten (10) requirement contracts for Installation V/C Floor Tile in Apartments-Development Specific pursuant to RFQ#s: 523162- Brownsville Houses, 523163- Langston Hughes Houses, 523164-Seth Low/Glenmore Houses,  523165- Tilden Houses, 523166- Van Dyke Houses, 523167- Woodson/ Van Dyke II Houses, 523168-Brevoort Houses, 523169- Kingsborough Houses, 523170- Marcus Garvey/Rev Brown Houses and 523171- Howard Houses (or this Bid Series). Contract Term: The Term of this contract shall be for a period of three (3) years from the award date established on NYCHAs Blanket Purchase Order or the issuance of the Notice to Proceed Order.  NYCHA, in its sole discretion, shall have the option to extend the Term of this contract with up to two (2) one-year renewal periods. Limiting Award Provision: NYCHA has determined that it is in the best interest of NYCHA to award only one (1) of the Requirement contracts in this Bid Series to the lowest responsive, responsible individual Contractor, subject to the award limiting language (Step 1). Subject to NYCHAs responsive and responsibility determinations of the Bidder and the award limiting language set forth herein, to the extent there are other Requirement contracts in this Bid Series that are not yet awarded after Step 1, NYCHA, in its sole and absolute discretion, may award up to One (1) additional contract(s) to a Contractor or Contractors that has, pursuant to Step 1, been awarded the maximum number of contracts in this Bid Series (Step 2). Solicitations Subjected to Davis Bacon Prevailing Wage Schedule: Labor Law 220i Registration Certificates and Certification Bidders are hereby notified that effective as of December 30, 2024, as a precondition to submitting its Bid, the Bidder and each subcontractor identified by the Bidder in its Bid, must be registered with the New York State Department of Labor (NY DOL) pursuant to Article 8, Section 220-i of the New York State Labor Law (LL 220-i). USACE NWD DESIGN BUILD/DESIGN BID BUILD REGIONAL MATOC

SYNOPSIS The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) will be soliciting for a Regional Design Build/Design Bid-Build Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The proposed project will be a competitive, firm-fixed price (FFP) construction contract MATOC. Project Scope: Civil: Site utilities, drainage, paving, waterstop installation, and various geotechnical work. Structural/Architectural Systems: Concrete, structural frames, hydraulic steel structures, fall protection, roofing, elevators, new buildings and building renovation. Electrical Systems: Power distribution, generators, lighting, and control systems (SCADA/PLC, fire/security, ICT). Mechanical Systems: Building MEP (HVAC, plumbing, fire protection) and industrial equipment (pumps, cranes, hydraulics, compressors). Work will be primarily located within the Portland District's area of operations (Southwest Washington and Oregon), with potential for projects in the Seattle and Walla Walla Districts. Background: The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) is going to solicit a Multi-Award Task Order Contract (MATOC). The scope of this contract will encompass Design-Build and Design-Bid-Build projects involving new construction, repair, and renovation of civil works projects, facilities, roadways, and recreational areas within the Northwestern Division (NWD) Portland District (NWP), Walla Walla District (NWW), and Seattle District (NWS) project sites. The proposed project will be multiple Firm-Fixed Price (FFP) contracts. Responses to this sources sought announcement will be used by the government to determine the acquisition strategy. Contract Period of Performance: The estimated Period of Performance for this contract is 5 Years, FY27-FY32 Magnitude of Construction: The estimated capacity of the MATOC is $99,000,000.00. Set Asides and Codes: Total Small Business Set-Aside (FAR 19.5). The North American Industrial Classification Code (NAICS) for this potential requirement would be 237990, “Other Heavy and Civil Engineering Construction”. The related size standard is $45M. The Product Service Code (PSC) is Z2QA - Repair or Alteration of Real Property (Public or Private). Selection Process: The award will be made based on the best overall value to the Government. The process will be conducted in two phases. Phase One will evaluate offeror qualification packages to select the most highly qualified firms to advance to Phase Two. Phase Two will involve a full proposal evaluation, including price, based on a seed task order. The Government intends to award without discussions but reserves the right to conduct them if necessary. All non-price factors, when combined, are approximately equal to price. The Government will initially evaluate offerors’ qualification packages submitted in response to Phase One of this solicitation. After evaluation of Phase One qualification packages, the government will select up to ten of the most highly qualified firms to submit Phase Two proposals. Upon the conclusion of Phase One, the solicitation will be amended to include the Phase Two evaluation factors including price and the scope of work for the first Task Order 0001 that will be awarded along with the MATOC IDIQ contracts. Phase One qualification packages and evaluations will not be carried over into Phase Two. All offerors selected to propose for Phase Two will be evaluated only on the Evaluation Factors outlined in the Phase Two RFP. Phase Two of the solicitation will include the Statement of Work and the specifications for Task Order 0001. The estimated construction magnitude for Task Order 0001 is between $5,000,000 and $10,000,000. A pre-proposal conference/site visit may be conducted during Phase Two. Phase Two offerors will have a minimum of 30 days to submit their proposals. Discussions: The government intends to award without discussions but reserves the right to conduct discussions if deemed to be in the government’s best interest. Anticipated Solicitation Release Date: The government anticipates releasing the solicitation aound mid August 2026. The closing date for proposals will be approximately 45 days later.
