DESCRIPTION OF REQUIREMENT The Department of the Interior, National Park Service (NPS), is conducting market research to determine the availability and capability of qualified construction contractors to perform the Atrium Replacement at the Chickamauga Visitor Center, Chickamauga and Chattanooga National Military Park, Fort Oglethorpe, Georgia, Project CHCH 315696. The contemplated project generally consists of replacement of the existing Visitor Center atrium, limited parking-lot modifications, reconfiguration of the north and south plazas, and associated fire-protection, plumbing, mechanical, electrical, communications, fire-alarm, architectural, structural, civil/site, and landscape improvements. The work is anticipated to be performed under a single prime construction contract and includes multiple interdependent construction disciplines requiring significant coordination by the prime contractor. Major elements of work include, but are not necessarily limited to: • Selective demolition and demolition of the existing Visitor Center atrium. • Construction of the replacement atrium, including structural, architectural, roofing, building-envelope, curtain-wall/glazing, entrance, and interior-finish work. • Civil, landscape, parking, pedestrian pathway, paving, grading, earthwork, stormwater, and related site improvements. • Fire-protection modifications, including dry-pipe sprinkler-system work. • Plumbing and facility drainage improvements. • HVAC/mechanical modifications, including associated piping, ductwork, equipment, controls, supports, vibration/seismic requirements, and testing and balancing. • Electrical modifications, including demolition, conductors, raceways, grounding, panelboards, wiring devices, lighting, and associated electrical distribution work. • Fire-alarm, communications, and related life-safety systems. • Temporary facilities and controls, environmental protection, construction waste management, testing, commissioning, project documentation, and closeout. The specifications separately identify contract line items covering site demolition, demolition of the existing Visitor Center atrium, civil and landscape improvements, construction of the new atrium, fire-sprinkler upgrades, plumbing/drainage upgrades, mechanical improvements, and electrical improvements. Occupied Facility and Public Access The work will occur at an active National Park Service visitor facility. Areas outside the construction limits are expected to remain occupied by NPS personnel and accessible to park visitors. Construction activities must therefore be planned and coordinated to protect employees and the public, maintain access and required exits, and minimize disruption to park and Visitor Center operations. Temporary construction controls include fencing, barriers, and separation of construction activities from occupied/public areas. The project also contains requirements concerning historic-preservation treatment, protection of existing resources, ground-disturbing activities, construction scheduling, quality control, environmental protection, fire/life-safety continuity, and multidisciplinary construction coordination. Purpose This Sources Sought Synopsis is being issued for market research and acquisition planning purposes only. It does not constitute a solicitation, Invitation for Bid (IFB), Request for Proposal (RFP), or commitment by the Government to issue a solicitation or award a contract. No reimbursement will be made for costs associated with responding to this notice. The U.S. Army Corps of Engineers, Savannah District, is conducting market research to identify contractors with the interest, capability, equipment, and resources necessary to perform the Tybee Island Shoreline Protection Project. The results of this market research will be used to assist the Government in determining the appropriate acquisition strategy, including the availability and capability of small business concerns. 2. NAICS Code and Small Business Size Standard The anticipated NAICS code for this acquisition is 237990 – Other Heavy and Civil Engineering Construction, which includes dredging and surface cleanup activities. The applicable small business size standard is $37.0 million. For the dredging exception under NAICS 237990, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern to qualify as small for purposes of Government procurement. 3. Project Description The Tybee Island Shoreline Protection Project consists of the periodic placement (renourishment) of compatible beach-quality sand along the federally authorized shoreline to restore storm damage reduction benefits, reduce coastal erosion, and maintain the authorized project template on a seven-year cycle. The anticipated work consists of placement of dredged material along up to approximately 14,900 feet of the Front Beach and South Tip Beach at Tybee Island, Georgia. The project is located south of the Savannah Harbor Entrance Channel. Beach-quality material will be obtained from an approved offshore borrow area located approximately 8,000 feet to 20,000 feet from the project area. The anticipated work includes offshore dredging, hydraulic transport and placement of beach-quality sand, beach grading, environmental compliance, beach tilling, and other incidental work necessary to complete the project. Approximate total dredging/placement quantity: up to 1,500,000 Cubic Yards (CY) Estimated borrow-area water depths: -16 ft Mean Lower Low Water (MLLW) Expected borrow material characteristics: light gray to light brownish gray, well graded (poorly sorted), fine sized sand with a shell content of approximately 8% by volume. Due to environmental restrictions associated with sea turtle nesting season, beach placement is limited to the period between 1 November 2026 and 30 April 2027. The Government currently anticipates construction occurring between approximately late December 2026 and late March/early April 2027. Based on the offshore borrow source and anticipated means and methods, the Government currently anticipates that performance will require a cutter suction dredge and associated plant capable of safely performing the offshore dredging and beach nourishment work. The Government is specifically seeking industry information regarding available dredging equipment, equipment capability, production capacity, mobilization requirements, and availability during the anticipated construction period. 4. Information Requested Interested firms are requested to provide the following information. A. Interest and Availability Does your firm intend to compete for this project when a solicitation is issued? Does your firm anticipate having the personnel, dredging plant, support equipment, and other resources necessary to perform the project within the anticipated 90-calendar-day construction period, with completion by late March/early April 2027?
